Chloe Coleman co-founded Vouchsafe in London in 2022 with Jaye Hackett, its chief technology officer, and is its chief executive. Before Vouchsafe she led user research on payments for Universal Credit. The company provides identity verification and fraud prevention for regulated businesses, including financial services firms, employers and housing providers, and is built to include people who lack the photo ID most checks depend on.

Checks for people without photo ID

Vouchsafe says one billion people worldwide lack good photo ID, including 11 million in the UK. Its alternatives include vouching, in which a trusted person confirms someone’s identity; the company says this accounts for around one-fifth of its verifications. The vouching service is certified under the UK’s Digital Identity and Attributes Trust Framework (DIATF), and Vouchsafe says it is regulated by the Office for Digital Identities and Attributes (OfDIA) as an identity service provider.

In March 2025 it closed a £1m pre-seed round led by Bethnal Green Ventures, with Biometric Ventures among the backers. At the time it said it was working with the Scottish Government to help a million Scots access public services and with Fair4All Finance to widen access to credit.

A year of new partners

In February 2026 Vouchsafe integrated face verification and liveness detection from Innovatrics, replacing Amazon Rekognition. “We know it will be a long time before every user has a digital ID or wallet, so strong alternatives still matter,” Coleman said, as reported by Biometric Update.

In September 2026 it announced work with Noggin HQ, an FCA-authorized credit reference agency that uses Open Banking data, to combine Noggin’s view of financial health with fraud signals from Vouchsafe’s cross-sector data-sharing network. “Noggin is building a real-time view of financial health, and Vouchsafe is doing the same for fraud risk,” Coleman said.

Why it matters to UK buyers

Lenders, landlords and employers have to verify identity to meet anti-money laundering and right-to-work rules, but a check that insists on a passport or driving license turns away applicants who have neither. Vouchsafe gives those firms a certified route to verify them. Its pooled fraud reports, which the company uses to score the likelihood that an identity is stolen or synthetic, add a second check that applies to every applicant, with or without photo ID.

Coleman started Vouchsafe to disprove the idea that security and access pull in opposite directions. With government certification, a public-sector track record and new partners in credit and biometrics, she now has the platform to test that argument across UK financial services.
