Oracle charges for AI work in Fusion on top of per-seat fees

Chris Leone told investors in Las Vegas that pooled AI units let Oracle earn more as agents do more work, nearly six months after Forrester recorded no plan to charge for embedded agents

The facts
  • More than 100,000 builders have certified on Oracle's AI Studio platform, Leone told analysts
  • The per-user agent price carries a 50-user minimum and the per-employee price a 500-employee minimum
  • Each Fusion production environment receives 30,000 AI units a month at no charge, consumed before any purchased pool
  • A general task consumes 0x units on a Basic model such as OpenAI's gpt-oss, 3x on a bring-your-own model, 5x on a Balanced model and 20x on a Frontier model such as GPT-5.5
  • Oracle lists 75 agentic applications, 25 of them running on Fusion Claw
Why it matters

An organization's Fusion bill now moves with how much work its agents do and which model does it, so two customers with the same seat count can pay different amounts. Mike Sicilia, co-chief executive, said about half of Oracle's ERP customers still run on-premises; those that move would meet the usage meter on arrival. Forrester's Medhora and Leggett put the open question as renewal-time pricing once agent-heavy workloads scale.

“What this allows us to do is drive another layer of revenue across our application tier without necessarily adding more subscription seats.”Chris Leone, executive vice-president of applications development, Oracle

Oracle is charging Fusion Applications customers for the work AI agents do inside the suite, on top of the per-seat and per-employee subscriptions it already sells for ERP, HCM, supply chain and CX. Chris Leone, executive vice-president of applications development, set out the metric – which Oracle calls AI units – at the company's investor day at Oracle AI World in Las Vegas on 28 October. The price list Oracle published on 8 October puts the pooled rate at $1,000 (£749) per 100,000 units, or one cent (0.75p) a unit.

Leone told analysts it was rolled out a few months ago and measures work done in the system from tokens and compute. Oracle says Fusion handled 5.7 million agent runs in its latest quarter and has 7,000 customers.

What the price list says

Two further lines sit alongside the pool: Oracle Fusion AI Agents Cloud Service at $150 (£112) per named user or $5 (£3.75) per employee a month, and Oracle Fusion Agentic Applications Cloud Service at $500,000 (£375,000) a year. Service descriptions effective 20 October say unused pooled units are forfeited at the end of the services period with no refund.

Forrester recorded the opposite position in May. Faram Medhora and Kate Leggett wrote after Oracle's applications analyst summit that Oracle had reiterated it had no plan to charge for embedded agents in Fusion. The charge also follows Fusion Claw, announced on 29 September as a runtime for longer-running specialist work such as reconciliation and simulation. Hilary Maxson, chief financial officer, said outcome-based pricing was only getting started and so far accounted for little in her models.
