Microsoft matches Copilot Studio packs on large E7 deals in CSP

Customers that buy at least 300 new E7 seats through partners can have up to five Copilot Studio capacity packs matched for a year, a seat floor that leaves smaller customers outside the offer

The facts
  • Offer: Microsoft 365 E7 + annual Copilot Studio capacity pack “Buy 5 Get 5”
  • Open to all CSP authorized partners until 31 December 2026
  • Match: 1:1 for 12 months, capped at five packs
  • Positioning: Microsoft pitches the offer for E7 upgrade and renewal conversations
  • Launch kit: partner guide, customer pitch deck and FAQ
What it means for partners

The match only reaches partners with customers above the Business Premium ceiling, so MSPs whose books are mostly small-business accounts gain little from it. Because pay-as-you-go billing is a condition of the deal, each qualifying customer comes with an Azure subscription that bills any usage beyond the packs, adding a metered line alongside seat resale. Indirect resellers see the economics of these deals only through what their distributor passes on.

“help customers move beyond licensing discussions and activate applicable usage-based AI scenarios”Microsoft, Partner Center announcement, 21 October 2026

Microsoft is matching Copilot Studio capacity packs one for one for Cloud Solution Provider (CSP) customers that buy at least 300 new annual Microsoft 365 E7 seats, under a limited-time offer it announced to partners on 21 October 2026.

The customer must buy the seats through CSP, turn on pay-as-you-go usage-based billing with an Azure subscription and buy at least five annual Copilot Studio capacity packs. Microsoft said admin-center spending limits can help customers manage consumption and costs, and that its partner launch kit holds the full eligibility terms and limitations.

Microsoft describes E7 as a bundle of Microsoft 365 E5, Copilot, Entra Suite and Agent 365. It said partners earn CSP margin and eligible incentives on both the E7 seats and the capacity packs.

The seat floor puts the offer above Microsoft’s small-business plans. In its Office LTSC 2021 end-of-support notice on 15 October, Microsoft named Business Premium, Business Standard and Apps for business as the upgrade paths for businesses with fewer than 300 users. For that tier, it introduced a 7.5% CSP promotion on Defender Suite and Purview Suite for Business Premium from 1 October.

Growth margin, which pays CSP direct bill partners and distributors extra margin on qualifying growth, went live on 1 October with Microsoft 365 E7 among its eligible workloads. From 1 December, usage-based billing will be on by default for new Microsoft 365 Copilot Business licenses bought in CSP, with a default spending limit of 4,000 Copilot Credits per user per month.
